What is the HVA, and why does it matter?

The Hazard Vulnerability Analysis is more than a form or an annual requirement. It is one of the foundation documents of a hospital’s emergency management program.


When completed realistically, the HVA helps an organization identify:


• Which hazards are most likely to occur

• Which could create the greatest operational disruption

• Where the hospital may be less prepared than it believes

• Which failure points need attention before an emergency occurs


The value of the HVA is not limited to the final score.


Its real value is found in the discussion, the assumptions that are challenged, and the gaps that become visible.


A thoughtful HVA should bring together risk perspectives from across the organization. The results should then influence the emergency operations plan, annual training and exercises, mitigation projects, equipment purchases, resource allocation, staffing discussions, and leadership priorities.


The goal is not to predict every possible event. The goal is to understand the hazards that matter most to your organization and make better readiness decisions before something happens.


Because the HVA is where the emergency management program begins to tell the truth.


A weak HVA creates a weak program.


A thoughtful HVA gives leaders something more valuable than a completed checklist.


It gives them a map.
